i dont use eyeshadow. but im pretty sure you apply the shadow first. Good luck and if youre gonna use many colors work from the insides of your eye towards the outside starting with the lightest color then make sure you blend the lines where the colors meet :-)
I apply my eyeshadow first b4 the eyeliner %26amp; last is the mascara, so that everything will b seen perfectly as they are.

You can do it either way, whichever you're most comfortable with. I used to do eyeliner first due to a really unsteady hand but now I seem to have mastered eyeliner enough to do it afterwards. If you're most comfortable doing it first, try touching it up after your shadow is on for a more intensified look.
